Oregon Certified Emergency Management Specialist

The Oregon Certified Emergency Management Specialist (ORCEMS) program is in place to raise and maintain professional standards in emergency management and to certify achievement of those standards within the profession in Oregon. A cooperative effort between the Oregon Department of Emergency Management and the Oregon Emergency Management Association, the program requires extensive documentation of the applicant's qualifications, experience and training.

  • Get credit for all you’ve achieved in the emergency management profession
  • Distinguish yourself in the Oregon Emergency Management field
  • Challenge yourself to continued professional development
  • Complete an average of 50% of the requirements needed to apply for the IAEM Certified Emergency Manager credential, and
  • Use your ORCEMS achievement to meet one of the six (6) requirements for the CEM.

If you are not a full-time Emergency Manager or have enough time and credits to qualify for the full ORCEMS program, you may qualify for the Associate Oregon Certified Emergency Management Specialist (A-ORCEMS) certification. On achieving the A-ORCEMS designation, applicants will have also met at least 25% of the International Association of Emergency Manager’s (IAEM) Certified Emergency Manager application and re-certification requirements.

Submitting Your Application

Applications include the following steps:

  2. Mail the application fee to PO Box 7309, Beaverton, OR 97007 or make arrangements with the OEMA Treasurer for credit card or debit payments. Oema.treasurer@oregonemergency.com
